Meet Our Staff

Public Affairs fulfills the Army's obligation to keep the American people and the Army informed, and helps to establish the conditions that lead to confidence in America's Army and its readiness to conduct operations in peacetime, conflict and war.

Sandra Arnold, APR+M, Chief of Public Affairs

Sandra Arnold, APR+M

Sandra Arnold, APR+M, arrived at USACE Galveston District in December 2010 to assume the position of the chief of public affairs following the completion of a yearlong deployment in Afghanistan as the Public Affairs Advisory Team director at NATO Training Mission-Afghanistan’s Regional Command-North where she mentored Afghan National Army and Afghan National Police officers in all aspects of public affairs.  She became the first civilian member of the PAAT in Afghanistan.

Prior to her deployment, she served at Naval Air Facility Atsugi as the deputy public affairs officer from 2008-2009, where she earned the regional 2009 Civilian Employee of the Year award and the Navy’s Meritorious Civilian Service Medal.

Isidro Reyna, APR, Deputy Chief of Public Affairs

Isidro Reyna, APRIsidro Reyna, APR, joined the U.S. Army Corps of Engineers Galveston District as a civilian public affairs officer in 2009. As the deputy chief of public affairs, Reyna maintains internal and external communications for the district in coordination with the chief, ensuring the Public Affairs Office effectively communicates the district’s engineering mission strategically and transparently to a complex military, civil service and contract workforce as well as key audiences ranging from stakeholders to congressional representatives.

Prior to his employment with the district, Isidro worked as a public affairs specialist in the U.S. Army Office of the Chief of Public Affairs at the Pentagon, Washington, D.C., and for the U.S. Army Operational Test Command Headquarters at Fort Hood, Texas, executing media relations, command information and community relations initiatives.
