Full Public Notice  Project Plans  Mitigation Plan

PROJECT DESCRIPTION:  The applicant proposes to excavate and discharge fill material into 1.3 acres of forested wetlands adjacent to an unnamed tributary of Hillebrandt Bayou to construct a 24.6-acre floodwater detention pond that will provide detention capacity and flooding mitigation for a 142-acre benefit area as defined by FEMA.  The detention pond will be excavated to 9 feet deep and constructed with 4:1 side slopes seeded with grass mix and contain a 25-foot perimeter as a maintenance area.  The detention pond will also have a pilot channel excavated in the bottom of the pond to drain the pond dry between flood events.  A 6-foot by 10-foot box culvert and 60-inch- diameter cross pipe will be installed from the existing 11th Street underground system into the constructed detention pond.  A concrete spillway will also be constructed from the existing gutters of 11th Street into the detention pond. All excavated material will be deposited at the City of Beaumont landfill for use as capping material.  Three main diversion points controlled by the installation of one way aluminum flap gates will allow runoff to leave the Fannett Road underground drainage system and enter the detention pond.  The detention pond will receive waters by gravity drainage and constructed 18-inch pipe downspouts which will drain adjacent areas and protected with concrete erosion control.
