The applicant proposes to repair an existing breach by placing approximately 600 cubic yards of imported sand fill along the ridge alignment across the existing breach, over 0.28 acres of jurisdictional area. The breach fill is proposed to be constructed to +3 feet NAVD88 with a crest width of 10 feet and side slopes of 10H:1V. The breach closure will be constructed from sand material transported by barge to the east side of the island as shown as “Marine Access” in sheet 2 of the proposed plans. No dredging is anticipated for access to the site. The material will be offloaded using off-road dump trucks that will stay within a 20-foot access corridor to travel to and from the breach area. The contractor will place timber construction mattresses (or similar) within the access corridor, which will be removed after construction, in order to minimize impacts to the existing vegetation. The sand will be placed in the breach and worked into place with a bulldozer or similar equipment. It is expected that construction will take no more than four weeks from the time of mobilization. Construction of the sand breach closure will take place outside of bird nesting season (i.e. approximately March 1 to September 1).
