The Upper Langham Creek Improvement Project includes mechanically expanding the existing, non-jurisdictional upper reach of Langham Creek (U100-00-00) into a variable-width meandering stream corridor.  The corridor expansion will be modified to broaden the cross-section of the channel to the extent that the floodplain will be confined to the high banks of the corridor, thus, reducing and/or eliminating flood damage beyond its high banks.  A meandering natural/geomorphic channel will be incorporated into the bottom of the corridor and select, native trees and shrub species will be planted to establish a riparian corridor.  This channel has been designed to carry the bankfull discharge from higher frequency flood events and everyday flows.  The high banks will be constructed at 4:1 and 5:1 side slopes to increase stabilization and the success of permanent vegetation establishment, thereby protecting and/or enhancing downstream water quality.

Additionally, stormwater treatment wetlands will be incorporated into the geomorphic floodplain corridor at proposed stormwater outfall locations.  The design of each stormwater treatment wetland will include a forebay, deep pools, a wet vegetated shelf, and a dry vegetated shelf.  The stormwater treatment wetlands would function to treat stormwater runoff by temporarily retaining it, thereby allowing for settling, filtration, and biological uptake of suspended and dissolved pollutants before releasing the water downstream.  Additionally, the stormwater treatment wetlands slow the slower discharge into the natural channel, further protecting downstream water quality.

A total of 12.02 acres of palustrine emergent (PEM) wetlands, all associated with fallow rice fields, exist within the confines of the proposed HCFCD project corridor, which will be permanently lost as a result of excavation and grading activities associated with the project.  Wetlands will be established by the project on-site in the form of stormwater treatment wetlands; however, these wetlands are not proposed for mitigation to offset project impacts.  The applicant proposes to mitigate for unavoidable impacts to jurisdictional wetlands by creating permittee responsible mitigation off-site which is discussed in more detail in mitigation section.
