Public Notice Dredge Material Beneficial Use LOP Procedures Beach Nourishment LOP Procedures HCFCD LOP Procedures PCCA LOP Procedures Maintenance Dredging LOP Procedures

The U.S. Army Corps of Engineers (USACE), Galveston District, has issued a public notice to solicit comments on a proposal to establish and utilize a new, expedited permitting process known as Letters of Permission (LOPs).

These LOP procedures would serve as an alternative permit process under the authority of Section 404 of the Clean Water Act and Section 10 of the Rivers and Harbors Act. The goal is to create a more efficient authorization process for specific categories of work that are determined to have minimal individual and cumulative environmental impacts.

The proposed LOPs would cover the following five categories of activities within the Galveston District's Area of Operations (excluding Louisiana):

  1. Dredge Material Beneficial Use: Using dredged material for projects like habitat creation, shoreline stabilization, or erosion control.
  2. Beach Nourishment: Placing suitable material on critically eroding Gulf-facing beaches.
  3. Harris County Flood Control: Disaster recovery and sediment removal to return flood control infrastructure to its original design.
  4. Port of Corpus Christi Dock Improvements: Work at existing docks to accommodate the newly deepened channel.
  5. Maintenance Dredging: Maintenance dredging of Federal Navigation Channels with placement of material in authorized areas.

The public is invited to review the full proposal and provide written comments on these new procedures. The comment period closes on February 28, 2026.
