The U.S. Army Corps of Engineers, Galveston District (Corps) announces the Corps’ receipt of the Department of the Army permit application for the Port of Houston Authority’s (PHA) proposed Barbours Cut Northside Expansion (BCNE) Project. The Corps is preparing an Environmental Impact Statement (EIS) for the proposed project. This Special Public Notice initiates the National Environmental Policy Act (NEPA) public scoping process.

The applicant proposes to construct and operate a new containerized marine cargo terminal as an expansion of the existing Barbours Cut Container Terminal in La Porte, Harris County, Texas. The proposed BCNE Project is intended to increase container-handling capacity, modernize existing port infrastructure, and accommodate anticipated future container volumes in the greater Houston area. Phased construction of the proposed BCNE Project is anticipated to begin no later than 2032, with terminal capacity anticipated to be available by approximately 2036.

The Corps is preparing an EIS to evaluate the potential environmental effects of the proposed project, reasonable alternatives, and other factors relevant to the Corps’ decision under NEPA and the Department of the Army permit process. The Corps is soliciting comments and information concerning the proposed project, including potential environmental impacts, alternatives, and other issues that should be considered during preparation of the EIS.
