Buffalo Bayou and Tributaries Resiliency Study

Project Overview

Background- purpose and need

  • The Buffalo Bayou Project, authorized in 1938, led to the construction of the Addicks and Barker Dams.  Barker Dam was completed in 1945, while Addicks Dam was completed in 1948.

  • Since construction completion, the watershed, both upstream and downstream of the dams, has experienced physical, economic, and environmental changes.

  • Buffalo Bayou has experienced significant recent flood events, including the Tax Day Flood (2016) & Hurricane Harvey (2017).

  • Addicks and Barker Dams are critical pieces of infrastructure on Buffalo Bayou. USACE maintains a robust Dam Safety Program, and periodically assesses its portfolio of dams to ensure they are designed, constructed, operated, and maintained as safely and effectively as is reasonably practicable.

Scope

  • The Buffalo Bayou and Tributaries Resiliency Study will identify and evaluate the feasibility of reducing flood risks on the Buffalo Bayou, both upstream and downstream of Addicks and Barker Reservoirs in Harris County, Texas, while simultaneously completing a Dam Safety Modification Evaluation (DSME) on the two dams. Three primary problems will be addressed:
    • Flooding downstream of the reservoirs on Buffalo Bayou  
    • Performance and risk issues related to flow around and over the uncontrolled spillways
    • Flooding upstream of the reservoirs

 Authorization and Existing Project Authority

  • The Resiliency Study is being conducted under Section 216 of the River and Harbor Flood Control Act of 1970 (Public Law 91-611)
  • Project authorization:  authorized by the Rivers and Harbors Act of 1938, Public Law 75-685, as modified by the Flood Control Act of 1939, and the Flood Control Act of 1954, Public Law 83-780
