USACE's Engineer Manual (EM) 200-1-2 describes an improved Technical Project Planning Process and provides related documentation tools. This TPP guidance is for project managers, engineers, scientists, attorneys, customers, regulators, and other stakeholders. The concepts of site closeout, project objectives, constraints/dependencies, data needs and data quality objectives are essential to all projects. Tremendous money and time savings can be realized by systematic upfront planning.

Use of the TPP process ensures conformance with ANSI/ASQC E4 and simplifies planning requirements as outlined in EPA Order CIO 2105.0.
