The applicant proposes to construct a ship berthing facility for the loading of Very Large Gas Carriers (VLGCs) with propane delivered via pipeline from the Enterprise, Mont Belvieu Facility.  The proposed project would involve dredging a 12-acre area (comprised of 6.4 acres of uplands, 0.15 acre wetlands, 5.6 acres of open water, and 950 linear feet of ephemeral streams) to a depth of -40 feet Mean Low Low Water (MLLW).  The dredge profile would consist of a 3:1 slope to the newly established shoreline.  The proposed dredging would displace approximately 550,000 cubic yards of dredged material.  The applicant is proposing to utilize the following Dredged Material Placement Areas (DMPAs): TPWD’s Bessie Heights beneficial use area located within the Nelda Stark Unit, DMPA No. 24, and DMPA No. 25.  The docking structures would consist of a 140- by 50-foot pile-supported loading platform with an attached trestle, seven pile-supported pipe racks, a fire pump house, four breasting structures, and six mooring structures.  The proposed work would temporarily impact 0.64 acre of palustrine emergent wetlands (PEM) and permanently convert 0.15 acre of PEM wetlands to open water.  The proposed work would also convert the 5 ephemeral streams located in the boundary of the proposed dredge work to open water.
