Full Public Notice     Project Plans

PROJECT DESCRIPTION:  The applicant proposes to construct a bulkhead, ship dock, barge dock, to install mooring and breasting dolphins, and to perform dredging during the construction of a Gasoline, ULSD (Diesel), Naphtha, and gasoline blend stocks import/export facility with docking for ships within Buffalo Bayou (adjacent to the Houston Ship Channel) and mooring for barges in Vince Bayou.

The applicant proposes to mechanically dredge Area A (4.59 acres) and Area C (3.69 acres) to a depth of -45 mean low tide (mlt) plus one foot of overdredge and Area B (3.86 acres) to a depth of -15 mlt plus one foot of overdredge and remove a total of 389,963 cubic yards of material.  The applicant also proposes to mechanically maintenance dredge these areas for a period of 10 years.  The dredged material will be placed in the following Dredge Material Placement Areas:  Dorsett, Glendale, Stimson Tract, House Tract, Clinton, Rosa Allen, Greens Bayou, Beltway 8 Tract, and Pinto Lion.

The applicant proposes to construct a 100-foot-wide by 80-foot-long ship dock with a 20-foot-wide by 55-foot-long pier within Buffalo Bayou/HSC.  The pier will contain a 15-foot-wide driveway and 17-foot-wide pipe rack.  The applicant proposes to install two 48-inch-diameter mooring and breasting dolphins, four 72-inch-diameter breasting and mooring dolphins, and two 48-inch-diameter mooring dolphins.

To create the ship dock and barge dock area the applicant will install a total of 2,468 linear feet of bulkhead along Buffalo Bayou/HSC, within uplands, and along Vince Bayou.  The majority of the bulkhead will either be installed directly in front of the existing bulkhead or constructed in uplands.  Approximately 463 linear feet of the bulkhead will be constructed along the shoreline of Buffalo Bayou/HSC and will require a total of 2.42 cubic yards of fill material behind the bulkhead below the mean high tide line.  Approximately 1,239 linear feet of the bulkhead will be constructed to create the ship dock area within uplands.  No fill behind this section of the bulkhead is needed.  Approximately 766 linear feet of the bulkhead will be constructed parallel to the shoreline of Vince Bayou within uplands and create the base of an upland 50-foot-wide by 690-foot-long constructed barge dock.  No fill behind this section of the bulkhead is needed.  

The natural ground in front of the installed bulkhead will be mechanically excavated in the dry to create the ship dock area.   The bottom of the ship dock berth will be lined with 6,267 cubic yards of articulated concrete mat for bank stabilization.
