
The Office of Equal Employment Opportunity provides leadership and direction in creating and sustaining a workforce and an environment free of discrimination at the U. S. Army Corps of Engineers (USACE), Galveston District (SWG). The EEO and USACE work proactively to enhance the employment of all people. Dr. Rose M. Caballero is a career federal civil servant with the U.S. Army Corps of Engineers. She currently serves as Chief of the Equal Employment Opportunity (EEO) Office in Galveston, Texas. Her dynamic professional career as an Equal Employment Opportunity Manager and Specialist helped prepare her for the challenges associated with being an effective advocate for change and a champion of high organizational performance through proven leadership principles and practices. She has served with the U.S. Army, stateside and overseas, for over 40 years. She has maintained a steadfast commitment to strengthening, promoting, and making the federal government more proactive in building strong relationships with external communities. Through her senior position in the district, she spearheads the Advancing Minorities’ Interest in Engineering (AMIE) Partnership Program with Prairie View A&M University (HBCU) designed to prepare and recruit engineers. She was instrumental in establishing a partnership with the Texas Southern University (HBCU) Maritime Transportation Management and Security Program. Caballero was the chief author in establishing the Memorandum of Understanding between both HBCUs and the U.S. Army Corps of Engineers (Galveston District). As a result, the Corps of Engineers, Galveston District was the proud recipient of the PVAMU Corporate Partner Excellence Award. Additionally, she created fostering and adoption programs with several Houston-Galveston school districts to inspire the youth to consider Federal service. As an active change advocate, she is deeply immersed in her local community where she serves in leadership roles as a pastor’s wife and a licensed ordained minister. She is also the proud recipient of the National NAACP Roy Wilkins Renown Meritorious Service Award. Caballero is a life-long learner. She is a certified EEO Counselor and Mediator. She completed a developmental assignment as the Humphreys Engineer Center Support Activity Acting EEO Officer. Caballero’s educational experience includes a Doctor of Management in Organizational Leadership from the University of Phoenix; Doctor/Master of Arts in Theology and Divinity from the Institute for Teaching God’s Word; Master of Human Relations from University of Oklahoma; Bachelor of Science in Business Administration from Thomas A. Edison University; and an associate in arts from the University of Maryland. She is also a graduate from the Army Management Staff College in Fort Belvoir, Va. Caballero is married to Dr. Patrick Wayne Caballero (a retired 20-year Army veteran). Both are Natives of Liberty, Texas, and they have one son, Patrick Wayne Caballero Jr.
