Assistant Secretary of the Army for Civil Works Michael Connor speaks at the Houston Ship Channel (HSC) Expansion--or Project 11--kick off event at the U.S. Army Corps of Engineers (USACE) Galveston District headquarters, June 1. The Galveston District, Port Houston, and the Great Lakes Dock and Dredge Company are partnering to expand the channel. The HSC is a 52-mile-long channel with more than 200 public and private facilities alongside it. Expanding it is critical to safely and efficiently sustaining national energy security, domestic manufacturing growth, thriving U.S. exports, and expanding job opportunities.

Lt. Gen. Todd T. Semonite, USACE Commanding General and 54th U.S. Army Chief of Engineers, today signed the Houston Ship Channel Expansion Improvement Project Chief's Report. The HSC is a high use channel and one of the busiest waterways in the United States (U.S.) with over 9,000 deep draft and 200,000 barge transits per year. The HSC system is currently suffering inefficiencies due to the high vessel transit count and congestion within the current channel configuration. The system has constrained vessel sizes, draft restricted areas in the upper channel, and inadequate channel configurations for vessels currently using the channel. The HSC provides access to various private and public docks and berthing areas associated with Port Houston. The HSC system is located in southeast Texas and spans Harris, Chambers, and Galveston Counties, Texas. The signing of the report progresses the project to Congress for authorization.
