Dr. Rose Caballero, U.S. Army Corps of Engineers (USACE) Galveston District's Equal Employment Opportunity Manager, leads the district's Juneteenth observance in the Jadwin Building, June 12, 2023. Caballero told the story of the first Juneteenth in 1865 and how the day became a federal holiday in 2021. Caballero shared some of her family history including the fact that her great grandparents were born into slavery.
