Port Arthur Project public open house slated Nov. 20

PORT ARTHUR, TEXAS – The United States Army Corps of Engineers, Galveston District, in partnership with the Jefferson County Drainage District 7 (DD7), will host a public open house on November 20, 2025, to share information about the next phase of the Port Arthur Project — the Port Arthur and Vicinity 04 (PAV04) contract.

This phase represents a major levee and floodwall improvement effort designed to strengthen the area’s defenses against future hurricane and storm surge events. The PAV04 contract includes more than 10,000 feet of floodwall replacement, and 2,237 feet of improved earthen levees.

The open house will provide the public with an opportunity to learn more about these upcoming improvements and the continued progress of the Port Arthur Project. The S2G Project, which consists of 11 contracts, includes 14.3 miles of new or raised levees, 6.2 miles of improved floodwalls and tie-in structures, 20 updated closure structures on road and railroad crossings, fronting protection for 11 existing pump stations, 1 new pumping station, and erosion protection improvements at multiple locations.

A presentation focused on the PAV04 contract will be delivered multiple times during the open house to ensure all attendees have an opportunity to hear it. Informational displays will be available for viewing, and project team representatives will be on hand to provide additional details and answer questions about the PAV04 phase and overall project progress.

“The Port Arthur Project represents our continued commitment to protecting lives and property along the upper Texas coast,” said Colonel David W. Dake, Commander of Galveston District. “Each phase strengthens our coastal defense system and builds greater resilience for the future.”

“We’re proud of our partnership with the Galveston District, and the progress we’ve made on the Port Arthur Project to date,” said Allen Sims, DD7 General Manager. “We look forward to the continuation of this effort through the PAV04 contract.”   

Public feedback and participation are encouraged. The public open house is intended to inform and provide opportunities for the public to learn about and participate in the Port Arthur Project. The public open house is not part of the formal National Environmental Policy Act (NEPA) process, which was completed in 2017.

Comments received during this time will be taken into consideration by the Port Arthur Project Team but will not be documented as part of a NEPA-required public comment period. Written comments will be accepted during the public open houses and may be emailed to S2GPortArthur@usace.army.mil.

About the Port Arthur Project:

The Port Arthur Hurricane Flood Protection System was originally built in the 1960s and is now undergoing upgrades through funding from the Bipartisan Infrastructure Law. These improvements will enhance protection for more than 60,000 residents, energy infrastructure, and key economic assets in Jefferson County.

The Port Arthur Project is one of two projects included in the Sabine Pass to Galveston Bay (S2G) Project, and focuses on improvements to the existing hurricane flood protection system in the Port Arthur area. These improvements are intended to reduce the risk of flooding from coastal storm surge, while not inducing adverse impacts to area residents and businesses within the Port Arthur area.

The Port Arthur Project is a partnership of the U.S. Army Corps of Engineers and its non-Federal sponsor, the Jefferson County Drainage District No. 7 (DD7). The recently established Gulf Coast Protection District is partnering with DD7 to enhance the resiliency of the Texas Coast from future coastal storms.
