The applicant proposes to permanently discharge fill material into a total of 2.59 acres of wetlands during construction activities associated with improvements to the existing State Highway (SH) 146.  The associated fill activities include grading on banks along the main lane and frontage road locations, as well as the construction of a concrete batch plant that is required to complete additional work in addition to the previously authorized project under Nationwide Permit (NWP) SWG-2006-00484.
