Full Public Notice    Project Plans

The applicant proposes to discharge 13,861 cubic yards of fill material into 8.32 acres of open water pond habitat to facilitate the development of a mixed-use area and church expansion project.  The mixed-use area will consist potentially of commercial and/or residential development, natural areas, recreational areas, preserves, and public waterways.  The final upland development site plan and design has not been completed as of yet.  The majority of the fill material would be placed along the shorelines of the existing ponds to stabilize eroding shorelines and provide stabilization for the future beneficial use area.  Additionally, placing a larger amount of fill material along the severely eroded north shoreline of Pond A (northwest existing pond) would provide protection to existing vulnerable commercial properties and developments located north of the project site. According to the applicant, Grace Community Church has been approached by Montgomery County to construct a county road beginning at the IH-45 service road, extending east and north transecting the property, and connecting to Rayford Road north of the project site.  This county road would relieve traffic congestion at the IH-45/Rayford Road/Sawdust Road intersection located northwest of the project site.  The construction of this county road and additional roadways depicted on the site plan provide an increased opportunity for access to the undeveloped land to be utilized as future recreational and mixed-use areas.  Currently, the undeveloped land is unsafe for access and is not serviceable.
