Full Public Notice    Project Plans    Mitigation Plan

The applicant proposes to create two 250-megawatt, barge-mounted, natural-gas-fired power plants.  Approximately 5.2 acres of estuarine wetlands will be filled, and approximately 5.3 acres of estuarine wetlands will be excavated to create a 2.8-mile-long barge entrance channel from the Matagorda Ship Channel, near the Alcoa plant, to a proposed barge basin.  The channel will be dredged to a depth of 10 feet (NGVD-29), and will have a 150-foot-wide bottom and 3:1 side slopes.  Channel dredging will impact approximately 97 acres of aquatic bottom.  This channel will provide a one-time ingress and egress to install the barge and electric generating facility.
