Full Public Notice    Project Plans

The applicant proposes to expand a terminal facility by constructing a barge dock and two ship docks at the existing Stolthaven facility on the Houston Ship Channel.  The applicant is requesting permission to utilize both hydraulic and mechanical means to dredge the area around the proposed barge dock to a depth of -16 feet and the area around the ship docks to -42 feet.  The proposed dredging would affect approximately 6.65 acres of open water habitat, 0.01 acre of estuarine wetlands, and 0.16 acre of scrub-shrub wetlands.  The proposed dredging would displace approximately 1,334,250 cubic yards of dredge material which the applicant is proposing to place into the following dredged material placement areas (DMPAs):  Clinton, Alexander Island, Spilman Island, House Tract, Stimson Tract, Rosa Allen, East-West Jones, and Pinto Lion.  The proposed concrete barge dock would be 42 by 60 feet with a concrete approach.  The concrete ship docks would each be 60 by 90 feet with 20-foot approaches.  Both the barge dock and the ship docks would require the installation of mooring and breasting structures.  The applicant is also proposing to fill and grade the remaining portion of the tract to facilitate the construct of shoreward attenuate features.  This grading will impact 0.17 acre of forested wetlands.
