Full Public Notice    Project Plans

The Texas Parks and Wildlife Department (TPWD) received an offer from Black Elk Energy to create an artificial reef in OCS Block Mustang Island (MU) A-31.  The artificial reef (MUA-31 ‘A’) will consist of obsolete oil and gas production structures, obsolete or surplus vessels and other approved artificial reef materials.  The approved materials will be placed within the confines of a designated 1320 by 1320-foot area and clustered around a center point.  All floatable materials will be removed prior to placement.  In addition, all tanks, compartments and enclosures will be permanently opened to provide water circulation and cleaned to U.S. Environmental Protection Agency standards prior to placement.  All current and future activity associated with placement of artificial reef material will be done in a manner as not to interfere with current and future lease holders.
