Clear Creek Flood Risk Management Project

Project Overview

The Clear Creek Project is a Flood Risk Management effort funded by the Bipartisan Budget Act of 2018 (BBA18) with a capped Federal cost-share.  The Non-Federal Sponsor (NFS) is Harris County Flood Control District (HCFCD).

The Pre-engineering, Construction and Design (PED) Phase is being implemented by the NFS under a Section 1043b pilot program intended to expedite delivery of authorized projects. HCFCD leads design refinements and construction in compliance with all applicable Federal and State regulations.

Since HCFCD and USACE executed a Project Partnership Agreement of June 2019, HCFCD has verified current field conditions, refined designs and managed construction of Mud Gully. Project Authority

  • Section 203 of the Flood Control Act of 1968, Public Law 90-483 authorized construction of the Flood Risk Management Project.
  • Section 1043(b) of the Water Resource Reform and Development Act of 2014 as amended, established the Pilot Program for construction.
  • Bipartisan Budget Act of 2018, Public Law 115-123 funded implementation of the project with fixed amount of funds identified as fully funded.
