The applicant proposes to construct a 6.2-mile two-lane new location arterial roadway, FM 299 Vidor Loop, from FM 105 in Vidor to FM 105 in Pine Forest.  The right-of-way for the roadway will be 140 to 230 feet in width and cover an 85-acre area.  Approximately 14.13 acres of wetlands will be impacted by 87,551 cubic yards of earthen fill material and reinforced concrete pipe and 1,668 linear feet of waters will be impacted by earthen fill, concrete box culverts, and/or reinforced concrete pipe.  One bridge structure over the Kansas City Southern Railway, spanning Water 14, will include impacts by driven bridge pilings.  An additional 1.54 acres of forested wetlands will be cleared by mechanized land clearing methods, converted to emergent wetlands, and will be maintained by mowing. All offsite staging areas, including borrow pits, waste sites, equipment staging areas, construction easements and access roads would be cleared before construction commences within those areas.  The applicant maintains a designated specific construction right-of-way (ROW) and any areas deviating from this ROW by the contractor would require coordinating with the Corps for any additional permitting that may be needed.
