USACE Galveston District employee named Southwestern Division Regulator of the Year

GALVESTON, Texas (Aug. 15, 2012) – U.S. Army Corps of Engineers Regulatory Project Manager Dwayne Johnson was named the 2012 USACE Southwestern Division Regulator of the Year, marking the fourth consecutive year a Galveston District employee has earned top division honors.

Johnson was cited for improving the effectiveness, efficiency and transparency of the USACE Galveston District’s Regulatory Program, in addition to using mitigation banks in his work to protect wetlands and balance economic prosperity with environmental sustainability through high-profile projects requiring permits in the nation’s fourth largest city – Houston.

Additionally, while serving as the Regulatory Branch’s liaison to both the Harris County Flood Control District and Harris County Public Infrastructure Department, Johnson fostered better coordination, communication and effective working relationships resulting in a greater than 50 percent drop in processing times for both nationwide and general permit applications, saving the district money and improving efficiency.

“Mr. Johnson’s efforts this year were outstanding, not only in protecting our nation’s water resources, but in continually improving the effectiveness and transparency of the Galveston District’s Regulatory Program,” said Fred Anthamatten, chief of the Regulatory Branch, U.S. Army Corps of Engineers. “Effective leadership and communication have contributed significantly in Mr. Johnson earning this much-deserved award.”

In addition to his work with the Regulatory Branch, Johnson actively participates in the district’s Regional Leadership Development Program, has served on the Galveston District’s Recycling Committee and Hispanic Employee Program, and was a member and steward in training in the American Federation of Government Employees Local 0033 Union.

Johnson earned both a Bachelor of Science in biology and chemistry and Master of Science with an emphasis in limnology from Stephen F. Austin State University in Nacogdoches, Texas. He is a Professional Wetlands Scientist and has worked in the USACE Galveston District’s Regulatory Branch since May 1991.

The USACE Galveston District’s Regulatory Branch provides strong protection of the nation’s aquatic environment, balancing economic prosperity with environmental sustainability. The district regulates activities in U.S. waters including wetlands, navigable waterways and tributaries.
